We have regulations, which are called the "Citizens' Manner Ordinance" in Ashiya City to be abided by the citizens to create a "Clean, Safe and Comfortable City to Live in"

1. Some places have a ban on smoking.
   There are some designated smoking areas in public places (e.g. roads, parks, rivers, sea, where citizens can enter freely), even if they are within the No Smoking Areas (places where smoking is banned).
   If you smoke outside of the designated smoking areas, you will have to pay 2,000 yen.
   Smoking while walking, cycling, and standing on pavements and roads is prohibited within the No Smoking Areas.
2. Do not spoil our towns by discarding cigarette butts and empty cans.
   Leaving waste such as cigarette butts and empty cans without putting in garbage bins in public places (e.g. roads, parks, rivers, sea, where citizens can enter freely) is prohibited. If you do not abide by the rules, you will have to pay a fine up to 100,000 yen.
3. Do not smoke while walking.
   Smoking while walking and cycling on the roads and in the parks is prohibited. Smoking while walking is dangerous for small children because when you lower your arm, your lit cigarette will be the same level as that of small children's faces.

芦屋市には「きれい、安全、住みやすいまち」にするために守らなければいけない、「市民マナー条例」という、決まりがあります。

1. たばこを吸うことを禁止している場所があります。
   喫煙禁止区域（たばこを吸うことを禁止している場所）にある公共の場所（道路、公園、川、海など自由に出入りできる場所）にも、たばこを吸うための決められた場所があります。
   決められた場所以外でたばこを吸うと、2千円を払わなければなりません。
   たばこを吸うことが禁止されている場所では、歩きながら、自転車に乗りながら、また、道に立ち止まってたばこを吸うことも禁止です。
2. たばこや空き缶などのごみで、まちをよごさないようにしましょう。
   公共の場所（道路、公園、川、海など自由に出入りできる場所）などで、たばこや空き缶などのごみを、ごみ箱に入れずに捨てたり、置いて帰ることは禁止です。決まりを守らないと、10万円以下の罰金を払わなければなりません。
3. 歩きながらたばこを吸うことはやめましょう。
   道路や公園などで、たばこを吸いながら歩いたり、自転車に乗ったりすることは禁止です。歩きながらたばこを吸うと、たばこの火の高さが小さな子どもの顔の高さと同じになるため、危険です。
