Starting April 2016, Ashiya City provides a “119 call and on-site multi-language interpreting service” for foreign residents and tourists visiting Ashiya. Service is available in 5 languages (English, Chinese, Korean, Portuguese, and Spanish).

1. State whether you are calling for a fire (“Kaji”) or ambulance (“Kyukyu”).
   Clearly speak the words fire (“Kaji desu”) or ambulance (“Kyukyu desu”).
2. Clearly state where the incident is occurring.
   Speak the address accurately, or tell the operator a landmark nearby (intersection, store, school, etc.)
3. Describe the situation.
   - For a fire, tell the operator the color of the smoke, what is burning, and whether anyone is trapped inside.
   - For an ambulance, tell the operator whether the patient is conscious and describe their illness or injury.
4. Tell the operator your name and your phone number.

Hyogo E-Net (Hyogo Emergency Net), a Hyogo Prefecture system that emails weather warnings, evacuation information, and other emergency information to people who have registered their email addresses, has expanded from 5 to 12 languages.

Previously, Hyogo E-Net was only able to send emails with set phrases pre-translated into 5 languages, but now, emergency information emails sent out by municipalities will be translated directly and posted on the website to notify users of a wider range of emergency information.

• Notices
  • You must bring your “Kyoukenbyou-yobou-chuusha no annai tsuuchi”「狂犬病予防注射の案内通知」 (rabies vaccination notice) (sent to all registered dog owners in Ashiya City). If you do not have your notice, you must fill in a form at the vaccination site, which may delay your vaccination.
  • Please make sure your dog is in good health before the vaccination.
  • Please consult with a veterinarian in advance if your dog has previously experienced an allergic reaction or seizure due to a vaccination, or if your dog is elderly (10 years or older), pregnant, or has aggressive tendencies.
  • In order to perform the vaccinations safely, we ask that someone attend the vaccination who can keep firm control of the dog even if s/he becomes agitated, and make sure the leash does not come loose. (Veterinarians and site staff cannot take care of your dog for you.)
  • Please clean up after your dog if s/he defecates at the vaccination site.
  • You may not come by car.
  • Vaccination fee is the same at the below veterinary clinics in Ashiya City, but please confirm any visiting fees before visiting a clinic.

Notification from the Taxation Section – Have you made arrangements if you plan to leave Japan?

• Individual city and prefecture resident taxes are assessed every year on individuals with residence in Ashiya City as of January 1 of that year, and a fixed assets tax and a city planning tax are levied every year on those who own fixed property in Ashiya (land, buildings or depreciable assets) as of January 1 of that year.
  Also, owners of light vehicles (including motorbikes) are levied a light vehicle tax as of April 1 of that year.
  If you are planning to leave Japan, please contact the office below to find out how to arrange for a representative to handle your tax payments in your absence.

National Health Insurance Notice

1. Individuals with a status of residence of 3 months or less.
   However, individuals with a status of residence of Entertainer, Technical Intern Training, Dependent, Designated Activities, or Official for 3 months or less, and who are permitted to stay in Japan for more than 3 months through documentation, may be able to enroll in national health insurance in some cases.
2. Individuals illegally staying without a status of residence.
3. Individuals with a status of residence of Temporary Visitor or Diplomat.
4. Individuals with a status of residence of Designated Activities for the purpose of receiving medical treatment, or individuals providing daily care for them.
5. Individuals with a status of residence of Designated Activities who will stay in Japan for 1 year or less for the purposes of tourism, recreation, or similar activities, or their accompanying foreign spouses.
6. Individuals from countries which have concluded a social security agreement with Japan that includes health insurance, and who have a certificate of enrollment in social security from the governments of their home countries.
7. Individuals who are enrolled in health insurance at their workplaces, and individuals who are registered dependents.
8. Individuals receiving public assistance.

1. Please make sure that mail will reach you.
   (1) It is the responsibility of the head of household to pay insurance premiums and give notification of acquisition or loss of qualification for insurance.
   (2) Documents relating to the national health insurance, such as health insurance cards and notifications of insurance premiums, will be sent by postal mail to the head of the household. Please make sure that mail will reach you by labeling your mailbox with the name you registered with Ashiya City.

2. Please declare your income.
   In order to correctly calculate your insurance premiums, all individuals enrolled in national health insurance must declare their income, regardless of whether they have income or not. If you have low or no income, filing your declaration may reduce your insurance fees.
   *Only declare your Japanese income.

Notification of Long-term Care Insurance Premium Provisional Collection via Pension Deduction

Long-term care insurance premiums are determined around July of every year based on the previous year’s income. Therefore, individuals paying their insurance premiums via pension deduction (special collection) will have a provisional insurance premium amount deducted from their April and June pensions, using the same amount as their deduction amount in February of this year (provisional collection).

After the previous year’s income and the current year’s long-term care insurance premium are determined, long-term care insurance premiums will be adjusted to maintain the annual premium amount in the August, October, December, and February pension deductions (real collection).
